Paradise is the Strip and the neighborhoods that live next to it: University District, Paradise Palms, Winchester, and the Maryland Parkway blocks in 89119, 89109, and 89169. A lot of the residential water heaters here are in interior closets or in low-rise condo mechanical rooms, not in a two-car garage with a roll-up door.
